The Ministry of Culture of the Russian Federation has approved two new orders

On September 1, 2024, two major orders from the Russian Federation’s Ministry of Culture regarding national cinematography will take effect.

 

The first order introduces a new national film provision, substituting the old one from 2004. Pursuant to the new rules, foreign investment in the production of a film may not exceed 50% of its estimated cost, and the majority of its creators and film crew members must be Russian citizens. Obscene language is prohibited in national films. The status of a national film is verified by a certificate issued by the Ministry of Culture of the Russian Federation, which also keeps a state register of such films. The second order of the Ministry of Culture of the Russian Federation regulates the procedure for issuing national film certificates and keeping the State Register in digital form. The registry shall include records on the issuance of certificates, their alteration, or withdrawal. To get a certificate, it is obligatory to submit an application via the Unified Portal or on paper. The certificate is issued for a film that has been completed or is in production, and in the second case, it is issued for the entire period of production. These changes provide new ways to develop regional filmmaking, better supporting local projects and representing the cultural uniqueness of the regions.
