MINISTRY OF CULTURE: Support Volumes and Priority Topics for 2026

The Ministry of Culture has published drafts approving priority themes and amounts of state support for production of national films. The drafts are currently undergoing an independent anti-corruption review.

Priority Themes for 2026:

  • Russian Culture;
  • Historical Education;
  • Russia as a modern, stable, and safe state that provides opportunities for development and self-realization;
  • Film history: development, culture, and traditions of Russian regions;
  • Heroism and Dedication of Soldiers;
  • Russia’s Foreign Policy Victories. Successes of Russian Foreign Intelligence;
  • Decade of Childhood. Family, Children, Their Protection and Support;
  • School and college as important stages of social adaptation

and personal development;

  • Society without borders: self-realization for people with disabilities;
  • Film adaptations of Russian classical literature and Russian folklore, including animation.

State support amounts for 2026:

 

  • Full-length feature films (except debuts and films for children and adolescents) — partial funding of up to 70% of the budget, but not more than 100 million rubles;
  • Full-length debut films by graduates of state film schools (with directing specialization) — full funding, but not more than 60 million rubles;
  • Full-length debut films by other directors — partial funding: up to 70% of the budget, but not more than 50 million rubles;
  • Feature films for children and young adults – full funding, but not more than 100 million rubles;
  • Completion of feature film production – partial funding: up to 70% of the budget, but not more than 30 million rubles;
  • Feature documentaries (including popular science films, excluding debuts) – full funding, but not more than 15 million rubles;
  • Short auteur animation – full funding, but not more than 400,000 rubles per minute;
  • Short cartoons for children and young adults – full funding, but no more than 400,000 rubles per minute;
  • Animation series for children and young adults (excluding debuts) – full funding, but no more than 300,000 rubles per minute.
